A Chifney bit, with moving arms. This bit is plated over iron or steel, there is quite a lot of flaking & oxidation.
The various Chifney bits were invented by Samuel Chifney, a jockey who lived from 1753 to 1807. He is depicted in a painting of the Prince of Wales' horse Baronet, by George Stubbs. There is more information about Chifney, his bits, book &c. in my blog.
