An old Buxton Chifney driving bit. The attachments for the cheekpieces should swing through 90 degrees although in this old bit, they no longer move. The integral curb hooks are decorative.
The mouthpiece has a medium port and egg rollers, one of which still turns. I cannot see any maker's marks.
The Chifney in the name refers to Samuel Chifney a famous jockey who lived from 1753 to 1807 (read more about him on my blog
