This is probably nineteenth Century and likely to be from Peru.
Such slipper stirrups were used by women riding sidesaddle. The upper slipper part of this example has good cast decoration.
There is a central coat of arms with a cornucopia or horn of plenty, a plant and a llama or alpacca. The turning leaves on each side leave a blank circle, one side is initialled V, and the other side J.
The arch of the stirrup is cast with flowers and leaves. On the upper side of the footplate some more silver decoration has been applied, on the underside of the toe there is an applied silver rose.
At some time a new support bar has been put underneath the stirrup, one can see the soldered repair.
Strangely for such a well made piece this stirrup is not stamped or marked with a makers name, it is made of a silver metal, probably an alloy with a lower silver content than sterling or 800 silver.
