This is a heavy brass stirrup. The design (sometimes called Maximillian) dates back to the armour period and is associated with heavy cavalry.
This example is probably 19th century. There is an oval tread with two central bars.
The arms or arches of the stirrup are flat in cross section. There is a bar for the stirrup leather, which is concealed behind a crown shaped plate - in parade stirrups a boss or badge would have been attached to this.
