1889 Silver Mounted Polo Whip

I have seen similar whips variously described as polo or jockey whips, but information / corrections would be gratefully received. This whip has a staghorn handle, similar to a hunting whip. It has a sterling silver collar which is engraved "A.B.A." & stamped "Warranted Sterling Silver" , there are no hallmarks so it is probably not British, possibly American?.

The long stock or shaft of this whip is covered in braided horsehair or catgut. The lash is intact.
